This report seeks approval for the Chief Executive to join the Board of Broadacres Housing Association.

 

In accepting the recommendation, Cabinet will approve and recommend to Council that consent is given for the Chief Executive to become a Board Member of Broadacres Housing Association.

Cabinet was satisfied that this role would enable the Chief Executive to acquire a more detailed knowledge of housing issues and delivery within the District.

 

THE DECISION:

 

That Cabinet approves and recommends to Council that consent is given for the Chief Executive to become a Board Member of Broadacres Housing Association.

This report seeks consideration and approval of a draft Social Media Strategy and Policy for adoption by Council.

 

In accepting the recommendations, Cabinet will approve and recommend to Council that the Social Media Strategy and Policy are approved and that the Council opens its corporate social media accounts in May 2018.

This report presents the Scrutiny Committee’s final report on the Policy Review of the Graduates and Apprentice Schemes for consideration.

This report presented the final report from the Scrutiny Committee on the Policy Review on the Graduates and Apprentices Schemes for consideration.

The reason for the decision:

 

To take account of the findings of the Scrutiny Committee.

 

THE DECISION:

 

That:-

 

(1)     it be noted that the current arrangements for the Apprentice and Graduates schemes are effective, fit for purpose and good value for money;

 

(2)     officers investigate the possibility of providing an online application form for the Apprentice and Graduates schemes;

 

(3)     consideration be given to identifying whether there is any additional funding available to invest in the schemes in future years; and

 

(4)     it be noted that the Scrutiny Committee supports the continuation of the Apprentices and Graduates schemes.

This report presented the final report from the Scrutiny Committee on the Policy Review on the Enforcement Policy on Fly-Tipping for consideration.

The reason for the decision:

 

To take account of the findings of the Scrutiny Committee.

 

THE DECISION:

 

That:-

 

(1)     it be noted that the current Enforcement Policy on Fly-Tipping was not currently effective and no longer fit for purpose and required updating, although the Scrutiny Committee recognised that this work was already being undertaken;

 

(2)     the draft updated Enforcement Policy be presented to Scrutiny Committee for consideration at the appropriate time;

 

(3)     consideration be given to providing more promotion and publicity about fly-tipping and enforcement to raise awareness;

 

(4)     information on the Council’s website regarding fly-tipping be updated, including exploring the possibility of an interactive portal to report incidents; and

 

(5)     consideration be given to more multi-agency working to tackle the issue within North Yorkshire.

A Local Development Scheme is required under Section 15 of the Planning and Compulsory Purchase Act 2004 (as amended by the Localism Act 2011).  The Local Development Scheme sets out the timetable for the production of the Local Development Documents which make up the Council’s Local Plan.  The process for the preparation of a Local Plan is prescribed by statute and regulations which is reflected in the work programme.  The Local Development Scheme must be made available publically and kept up-to-date.  This report seeks approval to the publication of the revised Local Development Scheme.

 

In accepting the recommendation, Cabinet will approve the publication of the revised Local Development Scheme.

This report sought consideration of a new timetable for the revised Local Development Scheme.  The Local Development Scheme set out the timetable for the production of the Local Development Documents which made up the Council’s Local Plan.  The process for the preparation of a Local Plan was prescribed by statute and regulations which were reflected in the work programme.  The Local Development Scheme must be made available publically and kept up-to-date.
