Minutes:

The Chairman informed Council that the Government had announced that local councils in North Yorkshire would be replaced by one Council and that the Leader would outline further details in his statement.

The Leader made a statement to the Council on the following matters:-

 

·            Local Government Reorganisation – The Leader informed Council that Government had announced their decision to replace local Councils in North Yorkshire with one unitary Council.  The Council would work alongside the Leaders of North Yorkshire County Council and the other local Councils to implement the Government’s decision.

·            #Discover Hambleton

·            Everyman Cinema in Northallerton

 

A question was asked regarding a consultation that was being undertaken by LNER which would affect the service provided within the District.  The Leader was asked to respond to the consultation accordingly.  The Leader agreed to review the consultation and respond in the best interests of residents and businesses.

 

The Leader moved Cabinet minutes CA.1 – CA.2 and CA.7 – CA.13

 

In respect of Minute CA.7, Council considered the inclusion of a fourth recommendation which outlined the undertaking to review the decision of recruiting a S151 officer from an external agency.  Council agreed the inclusion of an additional recommendation as follows:-

 

“(4)   The appointment will be kept under review and may be subject to change if deemed necessary to ensure best value for the Council.”

(a)    Councillor P R Wilkinson, Portfolio Holder for Economic Development and Finance made a statement regarding Town Investment Plans; Northallerton Augmented Reality History Trail and Campus@Northallerton.

 

Note:  Councillor G W Dadd left the room at approximately 2.23pm and returned at 2.25pm.

 

(b)    Councillor P R Thompson, Portfolio Holder for Leisure made a statement regarding the reopening of the Leisure Centres; Quest Excellence awards; Thirsk and Sowerby Leisure Centre developments; Public Sector Decarbonisation Scheme; Northallerton Sports Village; Sowerby Sports Village; Take That Step scheme and CCTV.

 

(c)    Councillor Mrs I Sanderson, Portfolio Holder for Governance made a statement regarding Licensing; Markets; Car Parks; Customer Services and ICT.  A number of questions were asked on the statement which were responded to at the meeting.

 

(d)    Councillor D A Webster, Portfolio Holder for Planning made a statement regarding Development Management; the Local Plan and Neighbourhood Plans.

 

(e)    Councillor S Watson, Portfolio Holder for Environmental Health, Waste and Recycling made a statement  regarding Waste and Street Scene; Environmental Health; Emergency Planning and the Climate Change Strategy.  A number of questions were asked on the statement which were responded to at the meeting.

 

(f)     Councillor M G Taylor, Portfolio Holder for Transformation and Projects made a statement regarding performance on key Council projects; Hambleton Crematorium; Thirsk and Sowerby Leisure Centre and Treadmills Phase 3.
