The Leader moved Cabinet minutes CA.46, CA.51CA.57 and CA.61CA.62 and made a statement to the Council on the following matters:-

 

·                Council Tax

·                Christmas Flooding

·                Recycling

·                Hambleton Food Share

 

A number of questions were asked based on the statement.  The main issues which the Leader responded to were in relation to:-

 

·                Recycling – Council wished to record a vote of thanks to the Head of Service – Environment and all the team for all their hard work in implementing the new recycling scheme and for how they had dealt with concerns regarding the new scheme.

·                Lambeth Hospital in Thirsk

A revised addendum to the report had been circulated prior to the commencement of the meeting.  It was moved by the Leader and seconded by the Deputy Leader that the Notice of Motion at Item 9 on the agenda be approved in pursuance of Minute CA.56.

 

THE DECISION:

 

That pursuant to Minute CA.56:-

 

COUNCIL TAX 2016/17 - To Consider the following Motion in pursuance of Minute CA.56:-

 

(1)     it be noted that on 15 January Council calculated the Council Tax Base 2016/17:-

 

         (a)      for the whole Council area as £35,088.46 [Item T in the formula in Section 31B of the Local Government Finance Act 1992, as amended (the "Act")]; and

 

          (b)     for dwellings in those parts of its area to which a Parish precept relates as in Annex of the report;

 

(2)     the Council has calculated the Council Tax requirement for the Council's own purposes for 2016/17 (excluding Parish precepts) as £3,315,157.70;

 

(3)     the following amounts be calculated for the year 2016/17 in accordance with Sections 31 to 36 of the Local Government Finance Act 1992:-

 

          (a)     District/Parish Gross Expenditure

                   £46,616,234.95   being the aggregate of the amounts which the Council estimates for the items set out in Section 31A(2) of the Act taking into account all precepts issued to it by Parish Councils

 

          (b)     District/Parish Gross Income (including Government Grants, use of Reserves and Collection Fund Surpluses etc)

                   £41,970,322.30   being the aggregate of the amounts which the Council estimates for the items set out in Section 31A(3) of the Act

 

          (c)     District/Parish Net Expenditure

                   £4,645,916.65     being the amount by which the aggregate at 3(a) above exceeds the aggregate at 3(b) above, calculated by the Council in accordance with Section 31A(4) of the Act, as its Council Tax requirement for the year (Item R in the formula in Section 31B of the Act)

 

          (d)     Basic Amount of Tax (including average Parish Precepts)

                   £132.4057           being the amount at 3(c) above (Item R) all divided by Item T (1(a) above), calculated by the Council in accordance with Section 31B of the Act, as the basic amount of its Council Tax for the year (including Parish precepts)

 

          (e)     Parish Precepts

                   £1,330,754.95     being the aggregate of all special items (Parish Precepts) referred to in Section 34(1) of the Act (as per Annex A)

 

          (f)      Basic Amount of Tax (Unparished Areas)

                   £94.48                 being the amount at 3(d) above less the result given by dividing the amount at 4(e) above by Item T (1(a) above), calculated by the Council in accordance with Section 34(2) of the Act, as the basic amount of its Council Tax for the year for dwellings in those parts of its area to which no Parish precept relates

 

(4)     Major Precepting Authorities

Report of the Executive Director and Deputy Chief Executive

Minutes:

The Executive Director and Deputy Chief Executive submitted a report regarding the Members’ Allowances Scheme which in line with the Local Authorities (Members’ Allowances) (England) Regulations 2003 required the Council to consider its Allowances Scheme before the beginning of each year.  The report asked Council to consider an amendment to the Scheme and approve it for a further year.

 

The amendment took into account the revised Pay Policy approved by Council in July 2015.      

 

Councillor G W Dadd proposed an amendment to the Motion which was seconded by Councillor Ms C Palmer.

 

It was proposed that “The Members’ Allowances Scheme be referred back to the Independent Remuneration Panel for their clarification regarding the section on annual increases”

 

In accordance with paragraph 14.5 of the Council Procedure Rules, there was a request for a recorded vote on the amended Motion, Members present were recorded as voting as follows:

Following a discussion and a vote on the amendment the motion was lost.

 

A vote was then taken on the Substantive Motion which was carried.

 

THE DECISION:

 

That the Members’ Allowance Scheme for 2016/17 as amended be approved.

 

In accordance with paragraph 14.5 of the Council Procedure Rules, there was a request for a recorded vote on the Substantive Motion, Members present were recorded as voting as follows:
