3. CAPITAL PROGRAMME 2012-2022 Opens in a new window

This report considers the 10 year Capital Programme covering the financial years 2012/13 to 2021/22.

In accepting the recommendations, Council will be asked to approve the 10 Year Capital Programme 2012/13 to 2021/22 attached at Annex A of the report and the Capital Programme scheme forms attached at Annex B of the report.

4. 10 YEAR RESERVE FUND PROGRAMME 2012-2022 Opens in a new window

This report presents the proposals for Reserve Fund expenditure over the next 10 financial years 2012/13 to 2021/22.

In accepting the recommendation, Council will be asked to approve the 10 year programme for the Cyclical Reserve.

5. EXTENSION OF THE COUNCILS PAY PROTECTION POLICY Opens in a new window

This report seeks a one off one year extension to pay protection at 100%, resulting in protection at 100% for the first year and the second year, before reducing to 66% in the third year, 33% in the fourth year. This extension will cover all staff whose salary has been impacted by shared services, and will be back dated so as to include any staff whose pay protection has dropped from 1 January 2012. (Hambleton has 2 members of staff whose pay protection dropped to 66% in January 2012.)

In accepting the recommendation, a one off extension of one year at 100% to the pay protection arrangements will be agreed.

6. INVESTMENT PROGRAMME TO PREVENT HOMELESSNESS AND REPOSSESSION 2012/13 Opens in a new window

Homelessness Grant from Communities and Local Government is paid each year to assist local housing authorities with the prevention and relief of homelessness. It is not a ring fenced grant, but CLG advice is that Local Authorities are expected to invest the funds in the areas intended. The confirmed allocation for Hambleton for 2012/13 is ?51,050, together with an additional ?30,000 grant for preventing repossession in the owner occupied sector. ?81,050 will be placed in the Service Improvement Reserve.

In accepting the recommendation, the proposed investment programme up to ?81,000 at set out at Annex A of this report will be financed from the Service Improvement Reserve.

7. APPOINTMENT OF S.151 OFFICER Opens in a new window

This report seeks the appointment of a S.151 Officer.

In accepting the recommendation, Mr Phillip Morton will be appointed as the Council's S.151 Officer upon the retirement of the current postholder.

9. EXCLUSION OF THE PUBLIC AND PRESS - To consider passing a resolution under Section 100A(4) of the Local Government Act 1972 excluding the press and public from the meeting during consideration of items 10 and 11 on the grounds that they involve the likely disclosure of exempt information as defined in paragraph 1 of Part 1 of Schedule 12A to the Act.
