4. FINAL ACCOUNTS 2010/11 - OUTTURN POSITION Opens in a new window

This report presents the outturn position on the revenue, capital and reserve fund accounts for the year ending 31 March 2011. Approval of the Statement of Accounts is the responsibility of the Audit and Governance Committee which will meet on 28 September 2011 for this purpose.

In accepting the recommendations, Council will be asked that the under spend of ?302,102 on the 2010/11 revenue budget be transferred to the Service Improvement Reserve; the adjustments to Capital and Reserve programmes in Annexes B and C be approved; and a review of the Cyclical Reserve be undertaken and a report be brought back to Cabinet on its use.

5. ANNUAL TREASURY MANAGEMENT REPORT 2010/11 Opens in a new window

This report presents a summary of the treasury management activities for the last financial year (2010/11) in line with the Treasury Management Code of Practice. The Annual Treasury Management Report for 2010/11 is attached as Annex A. It is presented as part of the Code's requirement to present regular reports to Members on Treasury Management. The report sets out the Treasury Management position for 2010/11 and how the Council has performed in this area.

In accepting the recommendation, Council will be asked that, subject to any comments from the Audit and Governance Committee, the Annual Treasury Management Report for 2010/11 is approved.

6. COMMUNITY TRANSPORT FUNDING Opens in a new window

This report reviews the Council's revenue funding for community transport schemes in the context of the changes in responsibility for concessionary fares and the continuing need to identify savings.

In accepting the recommendations, the funding will continue to be provided for the Community Car Schemes, Wheels-2-Work and the Hambleton and Richmondshire Rural Transport and Access Partnership; revenue funding to community minibus operators and the Taxi Voucher Scheme will be withdrawn; the Hambleton and Richmondshire Rural Transport and Access Partnership will continue to administer the Community Car Scheme and be given discretion over its operation and the Community Car Scheme budget will be top sliced to provide additional funding for Easingwold ceases.

7. CHANGES TO PUBLIC CONVENIENCES PROVISION Opens in a new window

This report seeks to inform Cabinet of progress made towards examining the potential of outside bodies taking on an running the public conveniences within the District. This was one of a number of areas of budget savings agreed to be investigated at the 19 October 2010 Cabinet meeting.

In accepting the recommendation, Cabinet will agree to the conditions stipulated by Easingwold Town Council as outlined in paragraph 1.5 of the report, in relation to the transfer of the public conveniences; and agree to seek alternative provision of the public convenience service in Northallerton.

8. NORTH NORTHALLERTON DEVELOPMENT AREA (NNDA) MASTERPLAN FRAMEWORK AND DESIGN GUIDANCE Opens in a new window

The Masterplan Framework and Design Guidance for the North Northallerton Development Area (NNDA) has been completed. The purpose of the document is to provide additional detail to the policies contained in the Local Development Framework (LDF), ensuring that the aspirations for high quality sustainable development in the LDF are achieved; to speed up the planning application and development process; and to provide planning and design guidance against which to assess planning applications.

In accepting the recommendations, Council will be asked to adopt the North Northallerton Masterplan Framework and Design Guidance as additional planning guidance for the development of Allocation NM5 in the LDF and approve the preparation of a Planning Performance Agreement with developers and landowners.

9. REVIEW OF POLLING DISTRICTS AND POLLING PLACES - RESULT OF CONSULTATION Opens in a new window

The Electoral Administration Act 2006 introduced a requirement to review polling districts and polling places used for Parliamentary elections. This review must take place by the end of July 2011 and subsequent reviews must take place at not more than four-yearly intervals. This report makes recommendations following consultation on the Council's proposals.

In accepting the recommendations, Council will be recommended to confirm the polling districts and polling places as shown in Annex 'B' of the report for the purpose of Parliamentary and suspend car parking charges on election days for a fixed number of bays to the west side of the access into the Hambleton Forum Car Park.

10. PUBLIC OPEN SPACE, SPORT AND RECREATION ACTION PLANS Opens in a new window

The Council's policy is to endorse Public Open Space, Sport and Recreation Sub Area Action Plans to provide a more strategic and efficient process for allocating future Section 106 monies (see Annex A) either from LDF allocations or windfall sites. This report seeks endorsement of the Public Open Space, Sport and Recreation Action Plan for Carlton Miniott.

In accepting the recommendation the Public Open Space, Sport and Recreation Action Plan at Annex B of the report will be endorsed.
