Commuted Sums (Affordable Housing)

Decision Maker: Deputy Chief Executive

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: No

Decision:

To approve an additional expenditure of £120,100 from commuted sums (affordable housing) on the new affordable housing scheme at Ingleby Arncliffe.

Reasons for the decision:

Since the date of the original decision to approve the commitment of £219,900 to Beyond Housing Association from commuted sums towards the provision of 11 affordable homes at Ingleby Arncliffe the build costs, have increased by £341,426 following delays to the start on site. In addition, the scheme will now be a wholly affordable housing scheme providing 18 affordable homes. Some additional funding from Homes England has been secured but a shortfall of £120,100 remains.

The proposal is also consistent with the stated aims of the Ingleby Arncliffe Neighbourhood Plan.

Alternative options considered:

Provide no further grant. This was rejected as the housing association is only able to secure part of the shortfall needed for the scheme to proceed.
