Discretionary Non Domestic Rate Relief PDF 73 KB This report seeks consideration of a new scheme criteria for a new discretionary rate relief and an updated and consolidated policy for the determination of the allocation of all Discretionary Non Domestic Rate Relief to organisations in the district under Section 47 Local Government Finance Act 1988.
In accepting the recommendations, Cabinet will approve and recommend to Council that the new Discretionary Non Domestic Rate Relief Scheme at Annex A of the report be adopted; the other new reliefs detailed at paragraph 3.1 of the report be noted; the Director of Finance (S151 Officer) be given delegated authority as detailed at paragraph 2.3 of the report; the new consolidated Discretionary Non Domestic Rates Relief policy attached at Annexe B of the report be adopted and the current delegated powers to award and review Discretionary rate relief are extended to the new discretionary rate relief scheme. This report sought consideration of a new scheme criteria for a new discretionary rate relief, in relation to the Government announcement in the March 2017 budget, for those businesses facing the steepest rate increases following the Valuation Office Agency’s 2017 revaluation of business rate assessments (attached at Annex A of the report) and an updated and consolidated policy for the determination of the allocation of all Discretionary Non-Domestic Rate Relief to organisations in the District under Section 47 of the Local Government Finance Act 1988 (attached at Annex B of the report). This also included the other schemes that were announced in the Government’s March 2017 budget.

The reason for the decision:
To take account of the Government’s announcement in the March 2017 budget and Section 47 of the Local Government Finance Act 1988.
THE DECISION:
That Cabinet approves and recommends to Council that:-
(1) the new Discretionary Non-Domestic Rate Relief Scheme attached at Annex A of the report and outlined in the report, to support the announcement in the March 2017 budget be adopted;
(2) the other new reliefs as detailed at paragraph 3.1 of the report be noted;
(3) the Director of Finance (S151 Officer) be given delegated authority as detailed within paragraph 2.3 of the report;
(4) the new consolidated Discretionary Non-Domestic Rates Relief Policy attached at Annex B of the report be adopted; and
(5) the current delegated powers to award and review Discretionary Rate Relief be extended to the new Discretionary Rate Relief Scheme. |

This report seeks approval for the Council’s future procurement of a Civil Parking Enforcement service in its off-street car parks where parking orders apply.
In accepting the recommendations, Cabinet will approve and recommend to Council that the current Service Level Agreement with Scarborough Borough Council for the provision of Civil Parking Enforcement services be renewed for a three year period with an option to extend by officer decision for a period of two years and that a review of the service is undertaken on the two year anniversary of the Service Level Agreement with a report to Cabinet and a minimum six months’ notice to be included in the Service Level Agreement to terminate or extend the Agreement. The reason for the decision:
Cabinet was satisfied that the continuation of the SLA with Scarborough Borough Council was the preferred option regarding the delivery of the Civil Parking Enforcement service.
THE DECISION:
That Cabinet approves and recommends to Council that:-
(1) the current Service Level Agreement with Scarborough Borough Council for the provision of Civil Parking Enforcement services be renewed for a three year period with an option to extend by the Chief Executive in consultation with the Leader for a period of two years;
(2) the Service Level Agreement incorporates improved feedback and communication with Scarborough Borough Council and reports to Councillors and Management Team; Parking Enforcement Officers undertake further customer service training with regular training updates and performance reviews; and
(3) a review of the service is undertaken on the two year anniversary of the Service Level Agreement with a report to Cabinet and a minimum six months’ notice to be included in the Service Level Agreement to terminate or extend the Agreement. |

Planning had been under increased pressure from an upturn in development applications and issues relating to staff absence and resignations. These had contributed to a backlog of cases in enforcement, validation and development control, which impacted on the ability to deliver emerging workloads.

Review of Hambleton District Council Graduate Scheme PDF 64 KB This report reviews the Graduate Scheme and seeks approval of a further investment from the Economic Development Fund into the scheme in 2017/18.
In accepting the recommendation, Cabinet will approve and recommend to Council that £28,000 is allocated from the Economic Development Fund to the Graduate Scheme in 2017/18 to enable continued delivery of the scheme in this financial year and that funding for the Graduate Scheme from 2018/19 onwards is considered in a further report to Cabinet with the outcomes of the Policy Review on the Graduate and Modern Apprentices Schemes. The Local Development Scheme set out the timetable for the production of the Local Development Documents which made up the Council’s Local Plan. The process for the preparation of a Local Plan was prescribed by statute and regulations which were reflected in the work programme. The Local Development Scheme must be made available publically and kept up-to-date.
