Bedale Leisure Centre Improvements PDF 109 KB Commitment was given by Cabinet in September 2020 to a range of improvements focussed around the gym and studio at Bedale, with an allocation of £314,000 being provided from CIL funds to deliver the works. After consideration of a number of options, the project scope and deliverables for these works have now been finalised, and include the refurbishment of the health & fitness areas including the replacement of all gym and studio equipment, providing an up to date experience in line with the other Hambleton leisure centres. It is anticipated that the scheme will be delivered in 2021.
In accepting the recommendations, Cabinet will approve and recommend to Council that that capital provision of £250,000 is allocated to the 3g pitch project, with £10,000 of this being used to undertake a feasibility study and that the decision to allocate the remaining £240,000 funds is based upon evaluation of the feasibility study, with this decision being delegated to the Chief Executive in consultation with the Leader of the Council. The reason for the decision:
Cabinet was satisfied that these projects supported the Council’s priority themes ‘Enhancing Health and Wellbeing’; ‘Providing a Special Place to Live’ and ‘Caring for the Environment’. The Council plays a major role in improving public health and wellbeing, particularly in terms of prevention and the continued improvement of this facility would help to tackle the physical and mental activity needs of the local population.
The decision:
That Cabinet approves and recommends to Council that:-
(1) capital provision of £250,000 is allocated to the 3g pitch project, with £10,000 of this being used to undertake a feasibility study; and
(2) the decision to allocate the remaining £240,000 funds is based upon evaluation of the feasibility study, with this decision being delegated to the Chief Executive in consultation with the Leader of the Council. |

Declaration of Interest Prior to any discussion and voting on the following item, Councillor M S Robson declared a personal non-pecuniary interest as Chairman of the Flatts Trust that owns the land and as Chairman of the Thirsk and Sowerby Swimming Baths Charity that operate the car park and left the meeting at 9.40am.

Thirsk & Sowerby Leisure Centre – Car Park Amendment Order PDF 134 KB
This report seeks consideration to the introduction of a Parking Order which will provide a legal mechanism to support improved management of parking, act as a deterrent to inappropriate use and thus protect the parking for use by leisure centre customers and Flatts users.
In accepting the recommendations, Cabinet will approve and recommend to Council that the making of a new Parking Order is authorised to proceed subject to consultation and includes the provisions set out in Annex A of the report, and the procedures and subsequent implementation are delegated to the Director of Leisure and Communities to deal with. Cabinet approved the extension and refurbishment of Thirsk and Sowerby Leisure Centre in July 2020. That report also stated that there would be ‘no increase in car park capacity, although improved management will be necessary to protect spaces for customers and Flatts users’. This report sought consideration to the introduction of a Parking Order which would provide a legal mechanism to support improved management of parking, act as a deterrent to inappropriate use and thus protect the parking for use by leisure centre customers and Flatts users.
