Devolution - York and North Yorkshire pdf icon PDF 204 KB

The purpose of this report is for Cabinet to make a decision on the submission of a devolution proposal to Government for North Yorkshire and the City of York.  Cabinet considered a similar report in July 2020 but decided to defer a decision on the submission of a devolution proposal to await further information and the expected publication of a devolution White Paper (Minute CA.69).

 

In accepting the recommendation, Cabinet will approve and recommend to Council the submission to Government of the devolution proposal for North Yorkshire and the City of York.

This report asked Cabinet to consider and make a decision on the submission of a devolution proposal to Government for North Yorkshire and the City of York.  Cabinet had considered a similar report in July 2020 but decided to defer a decision on the submission of a devolution proposal to await further information and the expected publication of a devolution White Paper (Minute CA.69).

 

Alternative options considered:

 

Cabinet considered the options as set out in the report.

 

The reason for the decision:

 

Cabinet was satisfied that, if approval is obtained from all constituent authorities regarding the devolution proposal it would be sent to Central Government for their consideration. Once they have had an opportunity to consider the proposals they will respond with their proposed Devolution Deal.  At that stage each constituent council would be presented with the Government’s offer and each authority would then be formally requested to consider whether it wished to formally trigger a Governance Review to start the legal process of establishing a Combined Authority and a Mayor

 

The decision:

 

That Cabinet approves and recommends to Council the submission to Government of the devolution proposal for North Yorkshire and the City of York.

Community Infrastructure Levy - Spending Priorities pdf icon PDF 88 KB

This report provides an update on the Community Infrastructure Levy expenditure set for 2022-23 and to update the priorities in the light of progress with the committed schemes and funding.

 

In accepting the recommendation, Cabinet will approve that the Community Infrastructure Levy funds be distributed to infrastructure projects as set out at Paragraph 3.2 Table 2 of the report.

This report provided an update on the Community Infrastructure Levy expenditure set for 2022-23 and updated the priorities in the light of progress with the committed schemes and funding.

None.

 

The reason for the decision:

 

Cabinet was satisfied that the distribution of Community Infrastructure Levy funding to the sports, leisure and recreation schemes would support the provision and improvement of community facilities for growing communities. This closely related to Council priorities, additionally the schemes were in accessible locations to large proportions of the district’s population.

 

The decision:

 

That Cabinet approves that the Community Infrastructure Levy funds be distributed to infrastructure projects as set out at Paragraph 3.2 Table 2 of the report.

Northallerton Town Square and High Street Improvements pdf icon PDF 111 KB

This report seeks approval for additional funding for the Northallerton Town Squareand High Street Improvement to enable completion of the scheme.

 

In accepting the recommendation, Cabinet will approve the virement of £704,805 form Northallerton Complementary Schemes project in the approved 2022/23 capital programme to meet the additional costs that have arisen from the change in design and the compensation events from the Council’s contractor.

Cabinet was satisfied that the additional funding was essential to enable completion of the scheme.

 

The decision:
