The Leader moved Cabinet minutes CA.13 – CA.15 and made a statement to the Council on the following matter:-

·                the consultation exercise on closer collaboration between the Police Crime Commissioner and the Fire Authority.

A question was asked regarding when the results on the peer challenge would be available to which the Leader advised that the draft report had been received but the Authority was awaiting feedback from the Local Government Association.

THE DECISION:

That the reports, resolutions and recommendations of the following meeting of the Audit, Governance and Standards Committee be received, approved and adopted:-

(a)     Councillor P R Wilkinson, Portfolio Holder for Economic Development and Finance made a statement on the current position of the Council’s finances; progress on the prison site; Business Support and Engagement and Economic Development land.

(b)     Councillor Mrs B S Fortune, Portfolio Holder for Leisure made a statement on the Sports Awards; Community Safety; Safeguarding Week; Hambleton Leisure Centre Health and Fitness project and Sport England – Local Swim Pilot.

(c)     Councillor Mrs I Sanderson, Portfolio Holder for Governance made a statement on ICT; Customer Services; improved security to the Civic Centre and the new car park at Evolution.

(d)     Councillor D Webster, Portfolio Holder for Planning made a statement on the Local Plan; housing and Development Management.

Report of the Director of Law and Governance (Monitoring Officer)

The Director of Law and Governance (Monitoring Officer) submitted a report seeking approval of the membership of the Independent Remuneration Panel.  The term of office for the existing members expired in September 2017 and a recruitment exercise had been undertaken between May and August 2017.  However, only two applications had been received from Mr M Holford and Mr R Fishwick.  The Local Authorities (Members’ Allowances) England) Regulations 2003 stipulated that the Panel comprised at least three independent Members.  The recruitment exercise would therefore continue until a third panel member had been recruited.

THE DECISION:

That:-

(1)     Mr M Holford and Mr R Fishwick be appointed to the Independent Remuneration Panel for a period of 4 years expiring in September 2021; and

(2)     the continuation of the recruitment exercise be noted.

Friarage Hospital

"Hambleton District Council would urge in the strongest possible terms that South Tees Hospitals HNS Foundation Trust take all possible steps to secure the long term provision of Emergency Medical Care at the Northallerton Friarage Hospital."

PCC and Fire Collaboration

"Having carefully considered the business case put forward by the Police and Crime Commissioner for the future collaboration of the Police and Fire and Rescue Service,  Hambleton District Council believe that the model proposed by the Police and Crime Commissioner to take over responsibility for Fire and Rescue Services would dilute local accountability by replacing the current Fire Authority comprising of 16 locally elected representatives from across North Yorkshire with 1.  We believe that a more inclusive model would be the "Representation Model" in which the Police and Crime Commissioner takes a seat on the Fire Authority with full voting rights increasing its membership to 17.  This would provide both increased local accountability as well as providing a strong collaborative link between Police and Fire and Rescue Services."

It was moved by Councillor Peter Wilkinson and seconded by Councillor Mark Robson that:
