Reason for urgency:
The reason why the matter is urgent and cannot reasonably be deferred is due to the strict deadlines imposed in judicial review proceedings and the need to consider an exempt key decision in good time to ensure that those deadlines can be adhered to if necessary. The next scheduled meeting of the Cabinet is on 5 July 2022 and this would provide insufficient time to comply with these strict deadlines given the preparatory work that would be required should a claim for judicial review be brought.
