CHRISTMAS PARKING

 

This report seeks approval in connection with potential free parking at Christmas in the Council's car parks.

 

In accepting the recommendation, charges will be waived in the Council's car parks during the whole of each Thursday during December and between 3pm on Christmas Eve and 8am on 2 January over the 2013 Christmas period and in future years.

 

Relevant Ward(s): Northallerton, Stokesley, Bedale and Thirsk Wards

FEES AND CHARGES - SCRAP METAL LICENCES

 

This report considers establishing a new charge in relation to issuing licences for scrap metal sites and collectors.

 

In accepting the recommendation, Council will be asked to approve the fees as set out in Annex A of the report for licensing scrap metal site and collector licences.

5.

REVIEW OF HAMBLETON LOCAL DEVELOPMENT FRAMEWORK

 

This report seeks agreement of the scope, programme and resources for a partial review of the Hambleton Local Development Framework.

 

In accepting the recommendations, the Partial Plan Review will be agreed in accordance with the scope and programme outlined in this report; ?40,000 from the One-Off Fund will be approved for the studies identified in the report as required to support the review; the current vacant Planning Policy Officer post (0.4 Full Time Equivalent) will be increased to a full time post for a fixed period of 2 years and ?47,000 be provided for this from the One-Off Fund and the granting of planning permission for Phases 2 and 3 housing allocation sites as a means of addressing any under delivery of housing and to maintain a continuous 5 year supply of deliverable sites be subject to a further report to Cabinet.

6.

NATIONAL PARKS GOVERNANCE REVIEW

 

This report asks Cabinet if it wishes to make any comments on a proposed National Parks Governance Review that affects the NorthYorkMoorsNational Park.

 

In accepting the recommendation, Council will be asked to support the proposed changes to representation on the NorthYorkMoorsNational Park.

7.

EXCLUSION OF THE PUBLIC AND PRESS - To consider passing a resolution under Section 100A(4) of the Local Government Act 1972 excluding the press and public from the meeting during consideration of item 8 on the grounds that it involves the likely disclosure of exempt information as defined in paragraph 1 of Part 1 of Schedule 12A to the Act.

CHANGE OF EMPLOYMENT ARRANGEMENTS

 

This report seeks support of a decision taken by the Leader of the Council under delegated powers to change the employment arrangements for a member of personnel.
