THE DECISION:

 

That the minutes of the meetings of the Committee held on 25 February and 17 May 2016 (SC.14 - SC.17 and SC.1 – SC.2), previously circulated, be signed as correct records.

Report of the Head of Finance (s151 Officer)

Minutes:

The Head of Service – Finance (s151 Officer) presented the quarterly monitoring report on the strategic risks affecting the Council.

 

To ensure that strategic risks were appropriately measured and that suitable actions were undertaken to mitigate the effect of each risk it had been agreed that the Scrutiny Committee would receive a quarterly monitoring report.

 

The Committee requested in further quarterly risk reports that the changes made in the quarter would be detailed separately in addition to listing the strategic risks.

 

THE DECISION:

 

That the quarterly report on the strategic risks affecting the Council and the actions that are in place to mitigate the impact upon the Council of each risk be noted.

Report of the Head of Finance (s151 Officer)

Minutes:

The Head of Service – Finance (s151 Officer) presented a report setting out the Quarter 4 Performance for 2015/16.  The Committee asked a number of questions which were responded to at the meeting and where further information was requested it was agreed that the Committee would be provided with this information separately.

 

THE DECISION:

 

That the progress made against the Council Plan for Quarter 4 of 2015/16, as detailed within Annex A of the report, be noted.

Report of the Executive Director

Minutes:

The Executive Director submitted the Health & Safety Annual Report which provided an update on the Council’s improvements in health and safety management during 2015/16.

 

The Committee raised concerns over the lack of progress on some of the actions for 2013 which were still outstanding and requested an update report be presented to the next meeting of the Committee.

 

THE DECISION:

 

That:-

 

(1)        the Health and Safety Annual Report 2015/16 be noted; and

 

(2)        an update report on the outstanding actions from 2013 be submitted to the next meeting of the Committee.

Policy Review Work Programme 2016/17 pdf icon PDF 14 KB

Report of the Chairman of Scrutiny Committee

Minutes:

The Committee gave consideration to areas of policy review work for 2016/17 and a number of suggestions were discussed at length.  These included Health and Safety; Civil Parking Enforcement; Part-Night Lighting; Industrial Estates; Graduate and Apprentice Scheme and Green Waste.

 

Members suggested two topics be prioritised for in depth review, these being Health and Safety and Civil Parking Enforcement.  The Committee acknowledged that an update report in relation to Health and Safety would be presented to the next meeting of the Committee, the outcome of which would assist the Committee when considering the draft Project Plan.

 

Other topics would remain on the Committee’s Work Programme for 2016/17 to be undertaken as appropriate.  It was further agreed that, where in-depth reviews had previously been undertaken in relation to Part-Night Lighting and Industrial Estates, the Committee would receive an update which would help inform them as to whether a mini-review would be more appropriate.

 

The Committee requested that Project Plans for the reviews on Health and Safety and Civil Parking Enforcement be produced for consideration at the Committee’s next meeting on 28 July 2016.

That draft project plans be produced for the in-depth policy reviews on Health and Safety and Civil Parking Enforcement for consideration at the Committee’s next meeting on 28 July 2016.
