Commuted Sums (Affordable Housing) Expenditure pdf icon PDF 135 KB

Hambleton District Council receives commuted sum payments from housing developers in lieu of on-site affordable housing provision in respect of planning permission for new housing schemes where this is considered appropriate.  This report does not cover commuted sums received for other purposes, e.g. public open spaces.  This report seeks approval of proposals regarding expenditure in relation to current and future commuted sums.

 

The Chief Executive will be asked to consider the recommendation as detailed within the report.  If the Chief Executive approves the recommendation, he will use his delegated authority to agree the expenditure proposals, in relation to current and future commuted sums (affordable housing) received as shown at 1.4 of the report.

Leeming Bar Strategic Employment Site pdf icon PDF 154 KB

This report deals with the Council’s role in the implementation of the Leeming Bar employment site which is identified as a Key Project in the Council Plan 2019-23.  Specifically the report seeks approval for negotiating option agreements for the purchase of the site and for the Council to work in liaison with an established local business to develop the business case for the scheme.

 

The Chief Executive will be asked to consider the recommendations as detailed within the report.  If the Chief Executive approves the recommendations, he will use his delegated authority to approve the following actions to bring forward proposals for the development of the Leeming Bar employment site: proceeding with option negotiations for the land as per section 1.4; and working in liaison with the local business to design and cost the scheme and develop the business case; and that a further report be brought to Cabinet on the outcome of option negotiations and the business case.

This report recommends the approach to be taken to enable the continued delivery of the Sowerby Sports Village.

 

The Chief Executive will be asked to consider the recommendations as detailed within the report.  If the Chief Executive approves the recommendations, he will use his delegated authority to approve  the phased approach and delivery of the scheme as detailed within the report the additional capital expenditure of £61,000 from the Capital Fund to add to the previously allocated Section 106 funds and the access road contribution provided by the Department of Education, in order to deliver Phase 3 of the project; that community access is provided to clubs and the public as highlighted within the report and that future decisions on community access and operational matters are delegated to the Director of Leisure & Communities in consultation with the Portfolio Holder for Leisure and Leader, and an operational budget of £25,000 for 2020/21 only.

Changes to the Housing Assistance Policy pdf icon PDF 140 KB

The Council’s Private Sector Housing Assistance Policy was last presented to Cabinet at its meeting on 5 September 2017.  This report seeks approval to changes which are now proposed to the policy related to Disabled Facilities Grants, discretionary assistance and energy efficiency measures.

 

The Chief Executive will be asked to consider the recommendations as detailed within the report.  If the Chief Executive approves the recommendations, he will use his delegated authority to approve the changes to the Housing Assistance Policy.

This report seeks approval to the adoption of a Modern Slavery Policy and Procedure that takes account of the Modern Slavery Act 2015 and assists the Council in meeting its duty to help tackle modern slavery within the District

 

The Chief Executive will be asked to consider the recommendation as detailed within the report.  If the Chief Executive approves the recommendation, he will use his delegated authority to approve the adoption of the Modern Slavery Policy and Procedure as set out in Appendix 1 of the report.
