This report presents the final report from the Scrutiny Committee 2 on Public Lighting Saving Initiatives for consideration.

4.

COUNCIL TAX 2013/14

 

This report considers for 2013/14 the level of Council Tax, the policy on reserves and Prudential Indicators.  In addition, it provides Members with details of the Council's formula grant settlement released on 19 December 2012 and the Council's Business Rates base that will be used by Government to calculate the Business Rates target for 2014/15 for the new Retained Business Rates funding mechanism.

 

In accepting the recommendations, Members will recommend to Council a Council Tax freeze for 2013/14 and adopt the Council Tax Charges as set out in Annex A of the report; that the Parish Council share of the Localisation of Council Tax Support Transition Grant ?92,000 be allocated to parishes on the basis of the scheme's impact on the Council Tax level; that the Prudential Code Indicators identified in Annex B of the report be approved and that the indicators confirm that the expenditure and treasury management decisions are affordable, prudent and sustainable and that the Balances and Reserves in Annex C of the report be approved.

5.

CAPITAL MONITORING PROCESS

 

Following concerns raised by Cabinet in September 2012 and again in January 2013 over the progress of the Capital Programme 2012/13, this report sets out a series of actions that will ensure that future capital schemes are programmed and delivered evenly throughout the year.  Also, that a more comprehensive reporting mechanism to Cabinet and the wider Membership is adopted to highlight issues at the earliest opportunity.

 

In approving the recommendations, the proposed capital approval, monitoring and reporting processes, including the new Capital Monitoring Report will be approved; the progress to date against the capital programme for 2012/13 will be noted and the revised capital programme for the Resources Business Group for 2012/13 will be noted.

6.

ARTICLE 4(1) DIRECTIONS - EASINGWOLD AND NORTHALLERTON

 

It is proposed to make two Article 4(1) Directions to cover areas of Spring Street, and Uppleby in Easingwold and South Parade, Hatfield Road, Thirsk Road, Boston Avenue and Grammar School Lane in Northallerton as shown on the maps at Annexes A and B.  An Article 4(1) Direction withdraws certain householder permitted development rights so that minor works that might affect the character or appearance of the Conservation Area are brought under planning control from the date when the Direction comes into force, which follows a 6 week consultation period.

 

In accepting the recommendations, two Article 4(1) Directions covering the parts of Spring Street and Uppleby in Easingwold and South Parade, Hatfield Road, Thirsk Road, Boston Avenue and Grammar School Lane in Northallerton as shown on the annexed plans be made; the occupiers and owners of dwellinghouses in the areas covered by the Directions will be notified and representations invited and a further report on representations received will be considered at a future meeting of Cabinet.

HOUSE TO HOUSE COLLECTION POLICY

 

This report presents a proposal for an updated policy in relation to house to house collections within the District.

 

In accepting the recommendation, Cabinet will approve the House to House Collections Policy.

8.

NORTH YORKSHIRE LOCAL TRANSPORT BODY

 

North Yorkshire County Council is to set up a North Yorkshire Local Transport Body (LTB) and a decision is needed on who should represent the Council on the LTB.

 

In accepting the recommendation, Council will appoint the Portfolio Holder for Housing and Planning to the North Yorkshire Local Transport Body.

9.

PUBLIC OPEN SPACE, SPORT AND RECREATION PLANS

 

This report seeks endorsement of the Public Open Space, Sport and Recreation Action Plans for Knayton with Brawith and Borrowby.

 

In accepting the recommendation, the Public Open Space, Sport and Recreation Action Plan attached at Annex B of the report will be endorsed.
