CAPITAL MONITORING REPORT

This report provides an update on the progress of the Capital Programme 2012/13.  This follows concerns raised by Cabinet in September that expenditure on the Capital Programme suggested that it was not being delivered.

In accepting the recommendation, the progress to date against the Capital Programme for 2013/14 will be noted.

ENHANCED KERBSIDE COLLECTION OF PAPER

This report sets out proposals to improve the kerbside recycling service to residents and improve the income to the Council by increasing the range of materials collected in the paper stream and to part fund an enhanced paper collection bag to facilitate this.

In accepting the recommendation, ?30,500 will be allocated from the One-Off Fund for the purchase and distribution of new recycling bags.

NEIGHBOURHOOD PLAN MAKING

This report seeks agreement of the places and circumstances where the District Council would support the principle of Neighbourhood Plan preparation by Parish Councils.  A related report on District Council funding for Neighbourhood Plan making was agreed by Cabinet on 27 November 2012.

In accepting the recommendation, Council will be recommended to support the principle of Town and Parish Councils preparing Neighbourhood Plans for all settlements in the LDF settlement hierarchy at Service Village level and above; and below this level if they can prove exceptional local circumstances relating to the wider community needs.

FORUM CAR PARK AND OTHER PARKING RELATED ISSUES

Amended parking charging will take with effect from April 2013.  In order for the changes to be implemented at the Forum car park in Northallerton a new Parking Amendment Order is required.  Other arrangements including signage and software changes connected to the use of all the Council's charging car parks are required at a cost of ?9,500.

In accepting the recommendations, authorisation will be given for capital expenditure of ?15,500 in works associated with introducing amended parking tariffs at charging car parks from April 2013; approval will be given for the making of a Parking Amendment Order creating long-stay and short-stay sections at the Forum Car Park as shown on the plan attached under Annex B to this report, with effect from
15 May 2013; the Director for Corporate Services will agree a protocol for the occasional relaxation of parking restrictions at the Forum Car Park to accommodate event parking in consultation with the Portfolio Holder for Corporate Services; a scheme for parking season tickets will be drawn up and the details be approved by the Head of Corporate Services in consultation with the Portfolio Holder for Corporate Services and approval will be given for the necessary Consolidation Order to facilitate the implementation of Civil Parking Enforcement.
