5.

TREASURY MANAGEMENT PERFORMANCE - INTERIM REPORT

This report advises Members of the performance of the internal fund management team for the first half of the financial year.  Members will recall that all fund management is now carried out in-house.  Annex A contains details of performance, Annex B provides a schedule of investments either existing or undertaken since 1 April 2012 and their performance against the interest rate benchmark.

In accepting the recommendation, the investment performance of the in-house team to date will be noted.

FINANCIAL STRATEGY 2013/14 TO 2022/23 AND BUDGET PLANNING FRAMEWORK FOR 2013/14

This report seeks consideration of the Financial Strategy 2013/14 to 2022/23 taking into consideration the unprecedented funding reductions facing the Council and the Budget Planning Framework for the 2013/14 Revenue Budget;

The Pay Policy Statement for 2013/14.

In accepting the recommendations, Cabinet will approve the Financial Strategy 2013/14 to 2022/23 and Budget Planning Framework 2013/14 at Annex A of the report and will approve the Pay Policy Statement 2013/14 at Annex B of the report.

7.

WELFARE REFORM - IMPACT ON REVENUES AND BENEFITS (FROM APRIL 2013)

This reports advises Members of the current situation regarding the Council Tax Reduction Scheme (Local Scheme replacing National Scheme from
April 2013) and to feedback the results of the Consultation exercise (Appendices 1a-1d).

In accepting the recommendations, Council will be recommended to adopt the proposed scheme in 2.1 of the report.

8.

GRANTS FOR COMMUNITIES

This report seeks approval in principle to develop a scheme to encourage the development of empowered and engaged communities in line with the Big Society agenda, through the provision of grants to local communities in Hambleton.  This will be facilitated through the provision of ?100,000 as a one-off revenue fund for the scheme financed through the Service Improvement Reserve.

In accepting the recommendation, Cabinet will support the principle of the development of the grants scheme and the commitment of a one-off fund of ?100,000 from the Service Improvement Reserve.

9.

NEIGHBOURHOOD PLANNING FUNDING

This report notes the Government grant funding received by the Council and to consider whether some of this money should be made available to Parish Councils to support the preparation of their Neighbourhood Plans.

In accepting the recommendations, the Council will use the Neighbourhood Plan grant money to support Parish Councils prepare their Neighbourhood Plans and sufficient funds will be retained to cover the Council's costs.

10.

ARTICLE 4 DIRECTIONS - SOLAR PANELS

A report to Cabinet on 12 September 2012 recommended the making of four Article 4(1) Directions to remove permitted development rights for the provision of solar panels.  The new Directions are in addition to the existing Article 4 Directions within Thirsk & Sowerby, East Thirsk, Sowerby and Stokesley and do not alter the boundaries.  This report seeks consideration of the representations made and to confirm the Directions, enabling them to come into force on 27 November 2012.

In accepting the recommendations, the four Article 4(1) Directions - Thirsk & Sowerby, East Thirsk, Sowerby and Stokesley will be confirmed to remove permitted development rights for the provision of solar PV or solar thermal equipment on domestic properties; the occupiers and owners of dwellinghouses in the area covered by the Direction will be notified in accordance with the regulations and a full photographic survey will be undertaken in order to gain an accurate record at time of notice for enforcement purposes.

11.

PUBLIC OPEN SPACE, SPORT AND RECREATION PLANS - HELPERBY AND BRAFFERTON AND GREAT AYTON

This report seeks endorsement of the Public Open Space, Sport and Recreation Action Plans for Helperby and Brafferton and Great Ayton.

In accepting the recommendation, the Public Open Space, Sport and Recreation Action Plans in Annex B of the report will be endorsed.

12.

ASSETS OF COMMUNITY VALUE AND COMMUNITY RIGHT TO BID

The Localism Act 2011 introduced the ???Community Right to Bid??? for Assets of Community Value.  This report sets out the implications for the District Council.

In accepting the recommendation, Council will be recommended to delegate all Assets of Community Value functions to the Director of Customer Services.

14.

EXCLUSION OF THE PUBLIC AND PRESS - To consider passing a resolution under Section 100A(4) of the Local Government Act 1972 excluding the press and public from the meeting during consideration of item 15 on the grounds that it involves the likely disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A to the Act.

   

15.

{restrict}PROCUREMENT METHOD FOR INCOME MANAGEMENT SYSTEM{/restrict}

This report requests that Cabinet waive the procurement rules to allow the procurement of the replacement income management system to be made via a mini competition based on quotations, rather than on full tender procurement exercise.
