ANNUAL TREASURY MANAGEMENT REPORT 2011/12

This report presents a summary of the treasury management activities for the last financial year (2011/12) in line with the Treasury Management Code of Practice.

In accepting the recommendation, Council will be asked to approve, subject to any comments from the Audit, Governance andStandardsCommittee, the Annual Treasury Management Report for 2011/12.

4.

COUNCIL PERFORMANCE REPORT 2012/13 - QUARTER 1

This report provides an update on the budgetary position of the Council (Revenue, Capital and Reserve Funds) at the end of June 2012 and reports progress on performance against the Council Business Plan.

In accepting the recommendations, Members will note the adjustment to the revenue budget outlook referred to in section 3 of the report; the grant referred to in section 4 of the report will be paid into the Service Improvement Reserve and the position on the capital programme referred to in section 6 of the report will be noted and the detailed adjustments be approved.

THE WORLD OF JAMES HERRIOT - ALLOCATION OF CAPITAL

This report seeks approval to allocate ?37,440 to the Herriot Country Tourism Group. The capital will be used to support a reduction in operating costs for The World of James Herriot through the installation of solar panels and for improved income through the better use of technology.

In accepting the recommendation, a grant of ?37,440 will be approved which will be financed from the Capital Programme for the installation of solar panels at The World of James Herriot and for the development of technology to increase visitor numbers, subject to the required planning consent.

CIVIL PARKING ENFORCEMENT

This report seeks approval for the inclusion of Hambleton District Council managed off-street car parks in a Civil Parking Enforcement designation order for North Yorkshire and the inclusion of the District Council in a proposed County-wide Civil Parking Enforcement operation model.

In accepting the recommendations, the inclusion of Hambleton managed off-street car parks in the Civil Parking Enforcement designation order will be approved in principle; the inclusion of the District Council in the proposed County-wide Civil Parking Enforcement operation model for a period of three years, subject to the Director of Corporate Services being satisfied that arrangements are in place to ensure adequate enforcement in District Council car parks will be approved in principle and that the District Council would not lose financially from the arrangement over that period; the Council would enter into preliminary negotiations with North Yorkshire County Council and Scarborough Borough Council seeking a mutually acceptable Service Level Agreement to ensure adequate monitoring and control capability by Hambleton District Council in financial and enforcement matters for off-street parking and the Council would enter into preliminary discussions and programming with North Yorkshire County Council and Scarborough Borough Council in terms of the scope and details of likely staff transfer arrangements.

ENFORCEMENT SERVICE REVIEW

This report reviews the resources available to the Enforcement Service to ensure that the Service is able to operate effectively.

In accepting the recommendations, the funding for an additional 1.0fte Enforcement Officer will be approved and an Enforcement Strategy to guide service priorities will be prepared.

8.

NEIGHBOURHOOD AREA DESIGNATIONS AT HUBY AND APPLETON WISKE

This report asksCabinetto agree the designation of Neighbourhood Areas for Huby Parish and Appleton Wiske Parish. If it decides not to support either of the applications it must give reasons and publicise this decision.

In accepting the recommendation, the designations of Neighbourhood Areas for Huby parish and Appleton Wiske parish will be agreed and the necessary information will be publicised.

ARTICLE 4 DIRECTIONS - SOLAR PANELS

This report explains the scope and purpose of the Direction and seeks authorisation to make four Directions at Thirsk & Sowerby, East Thirsk, Sowerby and Stokesley.

In accepting the recommendations, the four Article 4(1) Directions - Thirsk & Sowerby, East Thirsk, Sowerby and Stokesley will be made to remove permitted development rights for the provision of solar PV or solar thermal equipment on domestic properties; the occupiers and owners of dwellinghouses in the area covered by the Direction will be notified and representations invited and the Direction will be confirmed unless representations are received which would need to be considered at a future meeting ofCabinet.

10.

PUBLIC OPEN SPACE - SNAPE

This report explores the options for the future management of Snape Recreation Ground.

In accepting the recommendations, Option C in paragraph 2.1 of the report will be explored with Snape Parish Council and delegation will be given to the Chief Executive to make a decision in consultation with theCabinetSpokesperson for Leisure and Health.

11.

PUBLIC OPEN SPACE, SPORT AND RECREATION ACTION PLANS

This report seeks endorsement of the Public Open Space, Sport and Recreation Action Plans for Brompton, Easingwold, Huby,Newtonon Ouse, Raskelf, Romanby, Sowerby and Thirsk.

In accepting the recommendations, the Public Open Space, Sport and Recreation Action Plans in Annex B will be endorsed.

12.

SERVICE LEVEL AGREEMENTS WITH RICHMONDSHIRE DISTRICT COUNCIL

This report provides an update on progress in completing Service Level Agreements with Richmondshire District Council as part of the ongoing review of Shared Services.

In accepting the recommendation, the approach to Service Level Agreements will be endorsed.
