2012/13 REVENUE OUTTURN AND POSITION ON RESERVES This report presents the revenue outturn position for the year ending 31 March 2013, which includes the position on reserves.
In accepting the recommendations, Council will be recommended to transfer the under spend, of ?682,662 on the 2012/13 revenue budget to the One-Off Fund reserve and approve the adjustments on the reserves position, detailed at Annex B of the report. Relevant Ward(s): All Wards |

2012/13 CAPITAL OUTTURN AND ANNUAL TREASURY MANAGEMENT REVIEW This report presents the capital outturn position for the year ending 31 March 2013, and also provides an update on the annual treasury management position.
In accepting the recommendations, Council will be recommended to note the 2012/13 capital outturn position of ?1,128,686; approve the requests for re-profiling the capital programme totalling ?709,364 from 2012/13 programme to 2013/14; approved the under spend of ?325,700 and over spend of ?33,138 as detailed in the report; approve the restated 2013/14 capital programme as detailed in Annex A, which takes into account the re-profiling of schemes; note the treasury management outturn position 2012/13; and note the Prudential Indicators attached at Annex B.

TRAVELLERS' AND SHOWMEN'S SITES PROVISION STRATEGY This report considers the sites recently submitted by private landowners and a strategy of action to meet the established needs in the District by further assessment of possible suitable sites through planning applications.
In accepting the recommendations, Council will be recommended to support in principle a strategy to promote the private provision of sites as set out in the report by encouraging pre-planning application discussions as soon as possible on the submitted Travellers' sites at Bankside Close, Sowerby; Tame Bridge; Sutton-on-the-Forest and World's End, Sowerby; and holding proactive discussions with local Showmen in housing need to find suitable private sites for yards, with a view to bringing them forward quickly as planning applications.

HAMBLETON ECONOMIC PROSPERITY RESEARCH This report informs Members of the intention to engage consultancy input to develop a new Economic Development Study for the district that will be used to inform an Economic Development Strategy for the Council.

STATEMENT OF COMMUNITY INVOLVEMENT IN PLANNING This report seeks approval to a new ???Statement of Community Involvement in Planning??? In accepting the recommendation, Council will be recommended to approve the ???Statement of Community Improvement in Planning??? for use in Planning Policy and Development Management with immediate effect. PUBLIC OPEN SPACE, SPORT AND RECREATION ACTION PLANS This report seeks endorsement of the Public Open Space, Sport and Recreation Action Plans for Kirby Fleetham and Great Broughton and the refreshed Action Plan for Dalton.

PROCUREMENT METHOD FOR ICT NETWORK This report requests procurement rules be waived to allow the procurement of a new ICT network to be made via a mini competition based on quotations, rather than on full tender procurement exercise or purchased from a framework. The new ICT network will join together all Hambleton District Council sites such as the Leisure Centres and provide full and fast access to all business critical systems.
